- Management and oversight of staff;
- Experience with acquisitions, circulation, ILL, cataloguing, serials control, news content and digital services;
- Management of the delivery of information resources for the electronic and print resources for library and departmental clients (over $4.3 M annually); this includes review of contract clauses and handling complex or problematic invoices;
- Accounting of subscription costs and monthly spending in a financial database (IFMS-SAP);
- Supporting management of the departmental media monitoring system (Newsdesk) and the Department’s integrated library system (Sierra);
- Attending monthly directorate financial meetings;
- Supporting auditing and quality assurance as required by the Corporate Management Sector (CMS) for contracts;
- Following Government of Canada contracting and procurement rules; follow-up with publishers and providers including reconciling financial transactions monthly with sector IFMS reports and liaise with sectors for their own acquisitions;
- Compiling usage statistics and update user lists;
- Experience in the procurement of information resources for the Government of Canada and contract negotiation and license agreements;
- Experience with reference and research processes, main library tools and databases;
- Experience managing human resources;
- Experience with Microsoft Forms, Sierra and/or IFMS (SAP);
- 3-5 years experience handling acquisitions and procurement;
- Experience with an integrated library system;
- Fluent in French language (CBC scale);
- Secret clearance
