ARL president Deborah Jakubs sent a letter on September 10—on behalf of the ARL Board and ARL member libraries—to Elsevier chairman Youngsuk Chi urging him “to consider the negative impact that this policy will have on researchers and scholars who wish to utilize all tools to the greatest advantage in the conduct of their research in order to advance scientific discovery.”
